Well ideally you only need basic horticultural and gardening knowledge, genetic manipulation has been performed traditionally for hundreds of years by farmers and flower breeders. their purpose was breeding more aesthetically appealing flowers or better tasting ,high yield, disease resistant plants.
you can make use of everyday stationary tools and items (scissors/blades/wax/polysome cases you have to separate your stocks of plants to prevent unwanted crossbreeding. presumably a green house of sorts to separate your plant varieties from wild ones
you also need to regulate the nutrients provided and fertilizers and pesticides given.
so yeah again knowledge of horticulture and simple tools would suffice
